The film concerns the efforts of a fictional U.S. President to stop a nuclear war with the Soviet Union after an insane Air Force General launches an unauthorized nuclear attack on the Soviet Union. George C. Scott has never been funnier and Peter Sellers has never been more restrained (at least in two out of the three parts he plays).
